also its really easy to fly in titan atmosphere. so station flouting there wont be hard as other bodies in the solar system.

But there is no need to float on Titan. It has a surface with a comfortable pressure.
The low gravity on Titan, even less than our moon's, would be a serious problems for settlers anyway, and you can't terraform gravity.
